General Disclosure Statement on 34 CFR 668.43(a)(5)(v) For academic programs that may reasonably be assumed to lead to professional licensure, these disclosures indicate, as of October 2020, the states where the University has determined through reasonable, good faith effort that such programs:

  • Do meet the applicable professional licensure requirements;
  • Do not meet the applicable professional licensure requirements; or
  • Have not been able to be identified as meeting the applicable professional licensure requirements.

Each state has its own licensure requirements, so it is best to contact the relevant state department prior to beginning your program or if you move your residence to a different state during your program completion. Designations are listed below as University-wide (U-wide), residency in Kansas (KS) and residency in Arizona (AZ).

Ottawa University regularly reviews the information presented on this site, but because every state has different requirements that may change frequently, we recommend checking with your state licensing authority for current requirements.

        • Practicum must be overseen by facullty member, site supervisor, and verified by unviersity personnel. Professional Counselor (LPC):
          • All of the above plus supervised work experience.

        • 3) A copy of the professional-level out-of-state teaching license authorizing elementary school teaching or secondary school teaching. Be sure to include a copy of the back of the document if the back has any licensing information or authorizations printed on it.

      • Any holder of a teacher, special services provider, principal or administrator license issued by another state may meet or exceed Colorado’s requirements for an initial Colorado license and/or endorsement area(s) sought in one of the following ways:

If you hold a valid license (not substitute, temporary, emergency, alternative, provisional or probationary) issued by another state that carries an identical endorsement to one issued by Colorado AND have three years' post-preparation, full-time licensed experience in that state and in that content area within the past seven, Colorado may issue a professional license with the identical endorsement requested.
        • 2. If you do not meet ALL of the requirements outlined above, Colorado is required to evaluate a candidate's application for the content area(s) of preparation, as verified on an approved program verification form, if we issue a comparable or equivalent endorsement.         • If your out-of-state certificate meets certain requirements, it is possible to get a Georgia certificate based on interstate reciprocity (see below for how to apply).
        • In order to qualify, you must hold a valid or expired certificate in a field that is comparable to one of Georgia’s certificate fields.
        • The certificate must also meet the following conditions:
          • Issued by another U.S. state, the District of Columbia, or other qualifying jurisdiction such as the Department of Defense Education Activity (DoDEA); if you hold an educator certificate in a U.S. territory or another country, please visit the International Educators page.
          • Is a professional certificate based on completion of a state-approved educator preparation program; if you hold only a temporary or provisional certificate, please visit the Become a Georgia Educator page.
          • If you do not know if your out-of-state certificate is considered “professional,” please click here to view a table of some acceptable out-of-state certificates.
          • It is important to note that reciprocity does not mean that an out-of-state educator will automatically qualify for a Georgia certificate.
          • Like most other states, Georgia imposes specific state requirements on all educators, including those already certified out-of-state.
          • If you come to Georgia with a professional certificate from another state, you may have to fulfill some Special Georgia Requirements before receiving your Georgia certificate, or within a certain period of time after receiving your first certificate.
          • Please feel free to peruse the Special Georgia Requirements in order to determine what additional requirements you might face.
          • However, if you hold a professional out-of-state certificate and submit a complete application package for Georgia certification, the GaPSC will evaluate your documents and outline any outstanding requirements you may need to fulfill.

      • Out-of-state applicants seeking their first license in the State of Massachusetts could qualify for one of three (3) types of Academic PreK-12 educator licenses: Temporary, Provisional, or Initial. To figure out for which type you should apply for, consider the following:
        • Do you hold a valid comparable license from another state and have you worked under it for three (3) years?
        • If you answered "yes" to this question, you could qualify for a temporary license.
      • A temporary license is valid for one (1) year of employment.
        • This enables out-of-state applicants to seek and obtain employment in the Commonwealth while they work to take and pass all required MTEL tests.
        • Please note that passing all required MTEL tests or failed MTEL results will not qualify you for the temporary license.
      • Do you hold a valid comparable license from another state or have you completed one (1) of the following:
        • A 'traditional' higher education state/jurisdiction-approved educator preparation program outside of Massachusetts?
        • A state/jurisdiction approved 'alternative/non-traditional'educator preparation program and possess the equivalent of an initial license from that state/jurisdiction?
        • An educator preparation program sponsored by a college or university outside of Massachusetts that has been accredited by one of the following:
          • the National Council for Accreditation of Teacher Education (NCATE),
          • the Teacher Education Accreditation Council (TEAC), or
          • the Council for the Accreditation of Educator Preparation (CAEP).
        • If you answered "yes" to any of these questions, you could qualify for an initial license through the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement.
        • Massachusetts participates with every state and the District of Columbia through the NASDTEC Interstate Agreement for almost every license issued by the DESE Office of Educator Licensure.
        • An initial license is valid for five (5) years of employment from the date of issuance in the State of Massachusetts.
        • Please note that additional requirements may apply to this type of license and could include but may not be limited to:
          • Passing all required MTEL tests Earning the Sheltered English Immersion Endorsements (SEI) – required for the following Academic PreK-12 licenses:

      • Michigan has signed an Interstate Compact Agreement (ICA) with every state agreeing to accept out-of-state teacher preparation programs and teaching certificates on a reciprocal basis for initial certification.
      • However, the terms of the agreement address both traditional teacher preparation programs and alternative route teacher certification programs and each certificate and/or program must be evaluated under the terms of this agreement.
      • Out-of-state certification programs and credentials may differ from Michigan programs and credentials; however, under the ICA, the Department attempts to match out-of-state certificates, grade levels and content endorsements, as closely as possible.
      • To determine reciprocity under the ICA, an evaluation must be completed.
      • For this to happen, an application must be submitted using the Michigan Online Educator Certification System (MOECS).
      • MOECS will determine the certificate type (standard or professional) being applied for based on answers to the application questions.
      • Accurate responses and supporting documentation are required.
      • Reciprocity notwithstanding, Michigan certification is not guaranteed and ancillary state requirements exist in Michigan law (e.g., testing).

      • A Five-Year Educator License – Reciprocity is granted to applicants who possesses a valid standard license from another state in an area in which Mississippi issues an endorsement and meets Mississippi’s minimum licensure requirements or equivalent.
      • In the 2011 state legislative session, House Bill 641 changed the state statute for Reciprocity applicants. Now, Section 37-3-2 (8)(a) states: The department shall grant a standard license to any individual who possesses a valid standard license from another state and meets minimum Mississippi license requirements or equivalent requirements as determined by the State Board of Education. The Office of Educator Licensure will implement this new statute with applications submitted after June 30, 2011.
      • Applicants must submit to the Office of Educator Licensure:
        • Licensure application
        • Valid out-of-state license.
          • Upload a PDF copy of your valid out-of-state educator license via your Educator Licensure Management System (ELMS) account or submit a photocopy of your original educator license via postal mail.
        • Sealed copy of all college transcripts.
        • Documentation must be provided to show a passing score on a core subject test required for certification by the issuing state, or documentation that verifies the out-of-state license was obtained in a manner equivalent with current Mississippi license guidelines for that license.
      • Two Year Reciprocity License
        • Any applicant who possesses a valid license, which is less than standard from another state may apply for a two-year educator license through reciprocity.
        • Applicants must submit to the Office of Educator Licensure:
          • Licensure application
          • Valid out-of-state license. Upload a PDF copy of your valid out-of-state educator license via your Educator Licensure Management System (ELMS) account or submit a photocopy of your original educator license via postal mail.
          • Sealed copy of all college transcripts.
        • A Two-Year Educator License – Reciprocity is non-renewable and only issued at the Class A level.
        • To convert this provisional license to a five year renewable license, the applicant shall meet all current requirements of a Mississippi State Board of Education approved pathway to educator licensure. (Please refer to the Guidelines for Mississippi Educator Licensure K-12)
        • Educator Licensure Policy change:
          • International The Office of Educator Licensure will no longer approve educator licensure applications for individuals seeking certification via international reciprocity.
          • The MS Department of Education will honor all current, valid MS licenses obtained through international reciprocity prior to this date.
          • However, all who request renewal of such license must meet current certification requirements at that time.

      • A 60 hour degree, awarded by a college or university accredited by an academic body which is a member of the Council for Higher Education Accreditation, in one of the following fields:
        • (1) Clinical mental health;
        • (2) Clinical psychology;
        • (3) Substance use treatment;
        • (4) Social work; or
        • (5) Human services; or
          • (b) A master’s degree that is less than 60 hours in one of the fields described in (a)(1) – (5) above, provided that applicants seeking to qualify for licensure with such a degree shall obtain additional educational hours as described in Alc 310.03 to bring the total number of educational hours to 60.
        • Total at least 270 hours, of which:
          • (1) A minimum of 24 hours shall have been obtained within the 12 months immediately preceding the date the applicant completes his or her application;
          • (2) A minimum of 6 hours shall be required in ethics as related to substance abuse;
          • (3) A minimum of 6 hours shall be required in HIV/Aids as related to substance abuse;
          • (4) A minimum of 6 hours shall be required in confidentiality as related to substance abuse counseling;
          • (5) A minimum of 6 hours shall be required in the 12 core functions; and
          • (6) A maximum of 25% of the required educational hours shall be from online training, provided that educational hours obtained as part of an online degree program do not count towards the maximum threshold; and
