Talley earned letters in football (1946-48) and track (1947-49) for the Braves. His collegiate athletic career began in 1942 on the gridiron at the University of Kansas. However his career was interrupted in March of 1943 by being called into the military service in Europe. He was awarded the Army commendation Medal and the Meritorious Service Medal. It was upon his return to the states that he enrolled at Ottawa.

He helped the OU football team to a three year record of 20-6-2 under head coach Wallace A. Forsberg. Talley was part of two Kansas Conference Championships in 1947 and 1948. He twice earned All-KCAC honors, earning Second Team honors in 1947 and First Team honors in 1948. Talley was co-captain as a senior.

On the track Talley was part of three Kansas Conference Championships. He earned All-KS Conference honors in 1947 in the shot put and the 110 Yard High Hurdles. In 1949 Talley earned All-KS Conference honors in the 110 Yard High Hurdles. His track and field career is highlighted by a victory as 1948 KCAC shot put champion. In 1947, Talley was voted team captain and finished second in both the high and low hurdles at the conference meet. After graduating from Ottawa University, Talley continued his involvement in athletics after graduation by coaching and officiating football and basketball games for Kansas’s high schools and junior colleges.
